The transports they were permitted to inspect contained only a fraction of those departing, they complained, because they were prohibited from inspecting naval and military transports, as well as the many merchant vessels leaving the port. Black seamen, who made up about 10 per cent of the Royal Navy and its accompanying fleet of privateers, simply sailed away. There were plenty of military officers who took with them their black servants, suffering no scrutiny from the commissioners. Runaways were still on the musters of regiments when they departed.

In the late eighteenth century slaves in England were almost always domestic servants brought from the Caribbean and America, or imported direct from Africa by wealthy English families. A decade after the Somerset judgment, people who had once been slave-servants could be found living independently in the poorest parishes of London. Between 1775 and 1782, the number of black servants baptised in Marylebone declined, while at the same time baptisms of black adults became a feature of parishes such as Wapping and Stepney, probably because the population was gravitating towards the river where greater opportunities existed for obtaining casual work.

The besieged town was hell as a charnel house: ships sunk in the river, houses on fire, piles of mutilated bodies and scattered body parts everywhere. Hundreds were dead. There was no food – a forage party had been able to locate only burnt corn.
